Yesterday, a chilly Amsterdam hosted the Wikimedia Conference Netherlands 2007. Held at the Aristo centre in a suburb of the city and run by Wikimedia Netherlands, the conference was a short train ride from Amsterdam Centraal railway station. The topic, Wikis and Education (Wiki’s en Educatie in Dutch). This was an opportunity for Wikimedians and people in education to come together and see how collaboration could help both.

Wikinews freelance reporter Brian McNeil caught a train from Brussels in Belgium and attended, making an impression on the Wikimedia Foundation chair, Florence Devouard, by spilling her coffee over the first two speakers approximately three minutes before they were supposed to officially open the conference.

Murder, rape of Albert Namatjira’s great-granddaughter makes belated news

Sometime during the night of Friday, January 28, 15 year-old Jenissa Ryan was assaulted and raped in Alice Springs. She was discovered near the entrance of Centralian Senior Secondary College around 10:30 a.m., and a college employee called an ambulance. The attack was not reported in the mainstream national media until this week, when it became known that the victim was the great-granddaughter of famous indigenous artist Albert Namatjira.

In an article published in Saturdays Sydney Morning Herald, Russell Skelton said that the fact that she was an Aborigine, and the location of her bashing, contributed to her death. “If Jenissa had been white, she might be alive today, though the scars of her brutal bashing and rape could never be erased. If she had been bashed and left for dead almost anywhere else, assistance would have been immediate and the outrage strident.” He also said that if her connection to Namatjira had been known, Jenissa’s death would have been a “national scandal.”

Police believe that she was attacked by a number of youths her own age while walking home. She continued to walk home, but collapsed unconscious near the entrance to the college. Here, according to police, she was found by three teenage boys, who dragged her out of view and raped her.

Jenissa was still alive when found. Skelton considered it likely that people had seen her during the morning but done nothing. “That means a number of residents of middle-class Grevillea Drive probably noticed. The white T-shirt and striped tracksuit pants were hard to miss,” he said.

She was taken to Alice Springs Hospital, and then flown to Adelaide’s Women and Children’s Hospital.

On February 13 Northern Territory Police charged a 16 year-old male and a 15 year-old female with assaulting Jenissa Ryan. Three other males, aged 14, 15, and 16, have been charged with having unlawful sexual intercourse with Jenissa Ryan. Police expressed gratitude for the assistance they had received from members of the public.

Father Asaeli Raass said that both indigenous and non-indigenous people were in denial about the incident. “Yes, it’s a painful thing, but people are sweeping it under the carpet when they should be confronting the big issues Jenissa’s death raises,” he said. He also said that the initial wave of publicity “never travelled outside Alice Springs.”

Jenissa’s mother, Carmel Ryan, said that her daughter wanted to be a painter, like her great-grandfather. “She wanted to be like him, to make a creative contribution we would all be proud of. Tragically that can never be, but I feel nothing but sorrow for the parents of the children involved in this terrible event,” she said.

Film project aims to raise £1 million to make a Creative Commons-licensed film

Matt Hanson aims to raise £1 million to fund the production of a feature-length film which would be distributed freely via the Internet under a Creative Commons licence, all funded through 50,000 people each donating £25 to the project, which he’s called ‘A Swarm of Angels‘.

No stranger to filmmaking, Matt has produced numerous digital short films, a series of books on digital filmmaking and set up the digital film festival onedotzero, now in its tenth year. He wants to finally make a feature length film, and decided that it was better to turn to the Internet for help and funding rather than plod through the usual ‘development hell‘.

“I wanted to put into practice what I’ve been preaching as a film futurist for ten years, and the technology and Internet infrastructure has just really caught up with that vision now for me to put it into practice.”

The process is inspired by the ‘web 2.0‘ movement, using social and collaborative communities on the Internet. Matt doesn’t see the funding as coming from donations, but as people paying a subscription to become part of a ‘Swarm’. “Rather than the ‘many producer’ model, this is more of an [sic] ‘smart consumer’ model … members can help implement and bring their expertise into play, and so become more actively involved in the production.”

The project hopes to use professional actors and crew, but use qualified members from the swarm as much as possible. The cast and the crew, including any volunteers that get chosen, would be paid for their work on the film, with Matt suggesting that this is “a great way for people to get into the industry”.

Those members not directly involved in making the film can still participate in the process by discussing ideas on a messageboard, and having a vote on certain crucial decisions such as which script gets chosen for production. Asked how he would balance his own creative direction with input from members, Matt said “my vision will lead the project forward and define the parameters, but the Swarm can influence that, and indeed offer improvements or insights I might not think of alone”.

“Remember filmmaking is always a team effort – whether you are Martin Scorsese, Stanley Kubrick or Jean Luc Godard, you promote people within the project that will complement and bring something extra to the vision of the film. Give it more life. With the Swarm we are making that process more democratic, and giving a wider range of people an opportunity to shine and have creative input.”

Members are promised a collector’s edition DVD of the end product and exclusive merchandise, but the main distribution of the film will be via the Internet, using ‘BitTorrent‘ and peer-to-peer networks. “Unlike many other filmmakers, I’m not wedded to cinema projection as the ‘be all and end all’ – I’m much more excited about people viewing remixed versions on their video iPods,” explains Matt.

The ‘remixing’ of the film will be possible thanks to it being distributed under a Creative Commons licence. Matt suggests that the ‘younger generation’ is more used to being involved with and interacting with entertainment, and points to remixes of the Star Wars films (eg ‘The Phantom Edit‘) as an example of these ‘mashups’. “At the end of the project I would love to have an event that showcased five wildly different versions of the film, different visions from people other than my definitive initial edit,” he suggests. The licence will be for non-commercial use only, however, and so commercial TV stations would still have to pay in order to screen the film.

The project is partly inspired by the success of ‘The Million Dollar Homepage‘, in which British student Alex Tew aimed to raise a million dollars to fund his university education, simply by selling advertising space on a single web page. The publicity surrounding the idea, coupled with the ‘viral’ effect of Internet users passing the page on, meant that he eventually managed to make himself the million dollars.

The success of these projects partly seems to depend on them being interesting and original enough to attract enough attention, and it’s often difficult to see how they could be repeated. Copy-cat versions of the million dollar homepage have so far failed to hugely take off. When asked about this idea, Matt responded “I already expect people to copy the model we are inventing with A Swarm of Angels – it’s a perfect way to create cult media, where the director gets more creative control and organically funds a project, and the fans of the project get more involvement within it. If the market gets too crowded with these projects though, then they’ll have to be packaged differently to stand out. But that’s what traditional film and media projects need to do anyway.”

Over 600 members have signed up to the ‘swarm’ so far, which Matt comments is already an early success, but 50,000 members in total will be needed in order to fully fund the £1 million budget. Matt suggests that getting to the next stage, of reaching 1,000 members, followed by the phase of getting 5,000 members, will be the hardest part, as after that the film will be more ‘tangible’. He expects to raise the full budget, but comments that if the fundraising stalls, “options will be presented by advisors and The Swarm, and based on some kind of consensus we’ll come up with the best option for moving forward.”

Traditionally, independent films are funded either through persuading wealthy individuals to invest, who sometimes are sometimes given ‘Executive Producer‘ credits, or through organisations like the UK Film Council, who award funds from the National Lottery. A tax credit for producers making small films in the UK was announced by the government in 2005, in a bid to give a boost to the UK independent film industry.

Matt says that the film will be “a thriller with soft science fiction elements”, which he says will suit his target audience. “But it will have an indie edginess to it, and be far more visually inventive than you would get with a ‘normal’ British independent feature.” Contributors to the project include artists The Kleptones, who will help with the soundtrack, comic book writer Warren Ellis and documentary filmmaker Grant Gee.

Fires at Baxter Immigration Detention Centre in South Australia

34 accommodation units have been destroyed by fire at the Baxter Detention Centre near Pt Augusta in South Australia today. The blaze also gutted a kitchen, laundry, recreational area and officers’ station. The original blaze broke out around 4am ACST in the kitchen of the “White One” compound which houses single men. Fire units took almost three hours to put them out.

Fifty-eight detainees were evacuated from Baxter IDC. Six have been treated for smoke inhalation.

Immigration minister Amanda Vanstone says about 17 rooms have been ruined and others damaged. She says deliberate property damage will not be tolerated and the Australian Federal Police are questioning four detainees over the blazes and anyone found responsible will be charged.

“Anyone with no lawful right to be in Australia should leave irrespective of the behaviour that they’ve undertaken, but if someone with a visa or without a visa to be in Australia engages in criminal conduct that would be taken into account in terms of cancelling a visa,” she said.

The Metropolitan Fire Service (MFS) said four fires appeared to have been deliberately lit. “The first fire in the kitchen area was followed by three other separate fires within the complex,” an MFS spokesman said.

Refugee rights advocate Pamela Curr said she had concerns about the safety of detainees in the event of a fire because of the electronic doors. She said detainees at a detention centre at Amsterdam’s Schiphol airport had been killed during a fire last month because authorities had been unable to manually open the electronic doors. “Thank heavens nobody seems to have been hurt today,” she said. “We’re always on the alert that Baxter is not a safe detention centre”.

Bernadette Wauchope from Rural Australians for Refugees says the destruction will continue until something is done. “They become so desperate that they attempt self-harm or attempt suicide or maybe resort to lighting fires,” she said. “After being locked up for years and years the feeling that they’re isolated and that nobody’s listening to what their stories are, often that, well it does contribute to these kinds of acts,” she said.

EU increases 2012 budget by two per cent

The European Union budget for 2012 has been increased by two per cent, despite European authorities targeting a budget increase of approximately five per cent for next year. The budget will now stand at €129,000,000,000 (US$174,000,000,000 or £110,000,000,000).

Negotiators at the EU reached this decision after fifteen hours of discussions on the matter. The European Commission had wished for a budget increase of 4.9% for 2012. At the same time, the European Parliament was aiming to achieve an increase of 5.2%. Such targets were objected to by the governments of various EU member countries; they were considered “unrealistic”.

The UK government welcomed the result, describing it as “excellent”. British Financial Secretary to the Treasury Mark Hoban explained: “We have stopped the European Commission and European Parliament’s inflation-busting proposals and have delivered on the government’s promise to freeze the EU budget in real terms”. One argument the British government has maintained for objecting to the European Commission and European Parliament’s requests is, “with member states facing tough decisions on spending at home, we could not afford these unrealistic demands”, according to Hoban.

Janusz Lewandowski, EU Budget Commissioner, has described the outcome as “clearly an austerity budget” and has expressed concern about the “serious risk that the European Commission will run out of funds in the course of next year, and will therefore not be able to honour all its financial obligations towards beneficiaries of EU funds”.

Now, concern should be given towards the discussions about the long-term budget of the EU between the years 2014 and 2020, Hoban believes. BBC News Online has reported that the British government is anticipated to reject proposals from the European Commission to raise the long-term budget by five per cent. According to the Press Association, the Commission wants to increase the budget by eleven per cent in comparison to the seven years prior.

Toothpaste fills cavities without drilling

A paste containing synthetic tooth enamel can seal small cavities without drilling. Kazue Yamagishi and colleagues at the FAP Dental Institute in Tokyo say that the paste can repair small cavities in 15 minutes.

Currently, fillers don’t stick to such small cavities so dentists must drill bigger holes. Hydroxyapatite crystals, of which natural enamel is made, bond with teeth to repair tiny areas of damage.

Yamagishi and colleagues have tested their paste on a lower premolar tooth that showed early signs of decay. They found that the synthetic enamel merged with the natural enamel. The synthetic enamel also appears to make teeth stronger which will improve resistance to future decay. As with drilling, however, there is still the potential for pain: The paste is strongly acidic to encourage crystal growth and causes inflammation if it touches the gums.

The paste is reported in the journal Nature.

Choosing the Type of Mower

Zero Turn Mowers

For a lawn that is more than 1/2 acre with multiple objects a zero turn mower would be a good choice. The time taken to mow your lawn can be cut in half with a zero turn mower as these mowers are more efficient. The excellent maneuverability allows you to easily mow around all size objects without having to back up and turn repeatedly. The rear wheels are used for both power and steering and operate independently so one wheel can reverse while the other wheel rotates forward allowing zero to 360 degree turns. In addition these mowers are fast, up to 6.5 mph so you can quickly cover a large lawn.

Riding Mowers

For a lawn of between 1/2 to 1 acre a riding mower will be ideal. They have few attachments as they are primarily built to do one thin wheel and that is to cut the lawn!

Lawn Tractors

With higher horsepower engines lawn tractors are better for larger lawns and rougher terrain. They also have a good range of optional attachments so if you want to use your mower as a snowblower, an aerator, a machine to move material around your yard you should choose a lawn tractor.

Garden Tractors

The toughest of these machines with the highest horsepower, garden tractors usually have two-cylinder engines and sturdy transmissions. For a very large garden or yard with rough terrain choose a garden tractor.

Factors to consider before you purchase a lawn tractor or riding mower

Size of Lawn

The first thing to take into account is the power of the engine and the cutting width and to ensure that these are suitable for the size of your lawn. Here are some general guidelines to help you choose. Be aware of the width between any obstacles as a larger deck may cut down the time to mow a large area but be unable to mow between obstacles.

1/2 to 1 acre lawn: You will need a mower with at least a 14 hp engine and a 42″ cutting width

1 to 2 acres lawn: A cutting width of between 42″ and 46″ with a 14 to 16hp engine should be adequate

3 Acres and above: For this size lawn area an engine size of between 18 and 24 hp and a 46″ to 54″ cutting deck would be the best buy

Attachments

A wide range of attachments are available for lawn tractors including snowblowers, front blades, tractor shovel, electric spreaders, baggers etc. Check that attachments that you might need now or in the future are available for the model you are considering. Riding mowers generally have very few attachments but are cheaper to buy so if all you want to do is mow your lawn a riding mower would be the best buy.

Transmission

Gear Driven or Automatic?

Consider the layout of the lawn area to be cut with your lawn tractor or riding mower. A gear driven mower will be better on open areas with few obstacles such as flower beds or bird baths. Choose an automatic transmission for areas that have obstacles so that you can easily vary the speed around the objects. Most of the lawn tractors with automatic transmission also have cruise control so you can set this in areas that are clearer.

Bagging, Mulching or Side Discharging

Many lawn mowers have the options to easily switch between mulching or side discharging. Most have optional bagging attachments.

Safety Concerns

The higher speed of lawn tractors and riding mowers leads to some concern for safety and operators should be aware of these factors before they use the machines.

Obstacles: Care must be taken with obstacles on the lawn as hitting a solid object will do severe damage to the machine at these speeds.

Scattering objects: Any small objects, for instance stones, twigs, household objects left on the lawn will be picked up by the mower and projected at high speed. Always ensure there are no people or pets in the area when operating the machines.

Advantages: Cheaper than lawn tractors, reasonably fast, leaves uncut areas at the end of turns,few attachments

Disadvantages: Awkward to steer around obstacles and leaves uncut grass close to obstacles.
