U.S. House rejects Senate version of payroll tax cut

Yesterday, the United States House of Representatives voted to effectively reject the Senate version of a bill, passed with bipartisan support, to extend a payroll tax cut two months past its year-end expiration date. The House voted instead to create a conference committee to settle differences between members of both bodies.

Although the tax cut extension itself has support among Republicans and Democrats, lawmakers disagree on how Congress should go about compensating for the cost of extending the cut and the policy changes it would entail.

During an appearance yesterday, President Obama condemned opposition to the Senate-passed version of the bill, accusing Republicans in the House of trying to negotiate on matters unrelated to the bill. Republicans, in response, say there is still time to negotiate the bill, insisting that lawmakers ought to concentrate on a year-long plan rather than a two-month extension. Senate Democratic leader Harry Reid, however, says he will not agree to negotiate the tax cut extension until the Senate-approved bill is passed by the House.

If the tax cut is not extended and instead expires on December 31, approximately 160 million Americans will be affected by the tax increase; President Obama insists the only way to prevent the tax hike beginning January 1 is for the House to pass the Senate bill. In response, House Speaker and Republican John Boehner wants Obama to “call on the Senate to return” to negotiate. The Senate, shortly after passing the bill, adjourned for the Holiday break.

Also included in the bill is a provision that would require President Obama to make a decision regarding the construction of the Keystone XL pipeline, a pipeline that would transport oil from Canada to Texas.

House Democratic leader Nancy Pelosi blamed the congressional year-end impasse on “Tea Party Republicans.” In a letter to President Obama, Speaker Boehner requested he galvanize the Senate to negotiate on the bill’s provisions, writing “The differences between the two different bills can be quickly reconciled to provide the American people the certainty of a full-year bill. There are still 11 days before the end of the year, and with so many Americans struggling, there is no reason they should be wasted. You have said many times that Congress must do its work before taking vacation”.

Burning debris from satellites spotted over several US cities

On Tuesday, February 10, the American civilian communications satellite Iridium 33, launched in 1997, and the defunct Russian military communications satellite Kosmos-2251, launched in 1993, collided over Siberia. Five days after the collision, reports have surfaced that burning debris from the collision has been spotted over several U.S. cities from New Mexico to Kentucky.

Calls to 9-1-1 began to come in to Williamson County, Texas sheriff’s office around 12:30 p.m. (CT) that burning debris and fireballs were seen falling from the sky onto parts of Austin, Houston, Waco and San Antonio. Residents reported their homes and windows shaking and large explosions. After a search of several areas, the Williamson county sheriff’s office reported that no debris or impact sites were found. Earlier unconfirmed reports had said the debris could have been the result of a small plane exploding.

Steve Thornton, a resident in Austin told KEYE-TV that he “saw something burn up in the atmosphere going east to west at 40 degrees in the horizon looking north” which was “about the size of a half moon and as bright as a welders torch”. Other residents reported to KEYE-TV that they saw an “egg-shape with an orange center and bluish outer aura; a silvery-white tail.” Some report the incident lasting about 10 minutes.

On February 13, the National Oceanic and Atmospheric Administration (NOAA) issued an alert following reports of “explosions and earthquakes” along with “flashes in the sky” in Jackson and Louisville, Kentucky. There were no injures and authorities could not locate any damage.

“The Federal Aviation Administration (FAA) reported to local law enforcement on Friday that these events are being caused by falling satellite debris. These pieces of debris have been causing sonic booms, resulting in vibrations felt by some residents, as well as flashes of light across the sky,” said the NOAA in a public information statement on February 13. The FAA also warns that the debris could cause damage to aircraft in areas reporting falling debris.

“Aircraft are advised that a potential hazard may occur due to reentry of satellite debris into the Earth’s atmosphere. It is critical that all pilots/crew members report any observed falling space debris,” said the FAA on February 13. Both the NOAA and FAA alerts are in place until further notice and cover an area from New Mexico to Kentucky.

However, Dr. Marco Ciocca, a professor at Eastern Kentucky University told WKYT in Kentucky it would “be months” before any of the satellite wreckage enters the Earth’s atmosphere. “The debris doesn’t simply fall out of its orbit. It will either vaporize or stay in orbit for some time before falling into Earth’s atmosphere.”

The satellites, both of which weighed in excess of 1,000 pounds, and traveling at approximately 17,500 miles per hour, collided 491 miles above the Earth. Scientists say the explosion caused by the collision was massive. They are still trying to determine just how large the crash was and how the Earth will be affected. The United States Strategic Command of the U.S. Department of Defense office is tracking the debris. The result of plotting analysis will be posted to a public website.

Kannada actor-turned-politician M H Ambareesh made his debut in the Union Ministry as Minister of State for Information and Broadcasting.

Jay Prakash Narayan Yadav, an RJD leader and a protege of Railway Minister Lalu Prasad, who had to resign last year following allegations of influencing the police in a case of electoral malpractices against his brother, returned to the government, again as Minister of State for Water Resources.

Oscar Fernandes took over Ministry of Labour.

Red Hat to move focus away from CentOS in favour of Stream; CentOS team discuss implications with Wikinews

On Tuesday, US-based software company Red Hat announced their plans to shift their focus away from CentOS in favour of CentOS Stream.

In the blog post Chris Wright, the Chief Technological Officer of Red Hat said Red Hat had informed the CentOS governing board that Red Hat was “shifting our investment fully from CentOS Linux to CentOS Stream”. At least five of the nine CentOS Governing Board listed on the project are Red Hat employees.

Started in 2004, CentOS has been a free-of-cost free/libre open source software which provided binary-code compatibility with Red Hat Enterprise Linux (RHEL) — Red Hat’s GNU General Public Licensed paid operating system. CentOS was absorbed into Red Hat in 2014, with Red Hat gaining the trademark rights of “CentOS”.

Red Hat also sponsors the Fedora operating system. Red Hat even gives the software engineering interns laptops with Fedora on it. Till now, software development took place on Fedora, which was later adopted in RHEL, which the Red Hat maintained and provided support for, for those customers who had RHEL subscription. CentOS would then follow RHEL to provide the same features free of cost, but without the support.

Stream was announced in September 2019, just two months after Red Hat was acquired by IBM. CentOS Stream’s development cycle had new features added to it before the features became a part of RHEL. Stream receives more frequent updates, however, it does not follow RHEL’s release cycle.

With CentOS Stream, developments from the community and the Red Hat emplyees would take place beforehand on both Fedora, and Stream as a rolling release, before those features are absorbed into RHEL. CentOS followed the release cycle of RHEL and therefore it was a stable distribution. Features available in CentOS were tried and tested by Fedora, and then RHEL maintainers. Stream, on the other hand, has features added to it before those features become a part of RHEL. That implies Stream would be ahead of RHEL’s development, containing new features which are not yet tried and tested by RHEL developers, and not be binary code-compatible with RHEL.

Writing “The future of CentOS Linux is CentOS Stream”, Wright further wrote in the announcement, CentOS Stream “provides a platform for rapid innovation at the community level but with a stable enough base to understand production dynamics.” Wright also said, “CentOS Stream isn’t a replacement for CentOS Linux; rather, it’s a natural, inevitable next step intended to fulfill the project’s goal of furthering enterprise Linux innovation.”

Since the announcement was made, many people expressed their anger on Internet Relay Chat (IRC), Reddit and CentOS project’s mailing list. CentOS 8’s End of Life (EOL) has been moved up from May 2029 to December 31, 2021, while CentOS 7 is expected to receive maintenance updates through June 2024, outliving CentOS 8.

Gregory Kurtzer, who had started the CentOS project, announced a new operating system, Rocky Linux. Rocky Linux describes itself as “a community enterprise Operating System designed to be 100% bug-for-bug compatible with Enterprise Linux”. The project said “Rocky Linux aims to function as a downstream build as CentOS had done previously, building releases after they have been added to the upstream vendor, not before.” The project maintainers have not decided a date for when the operating system will be released.

Kurtzer explained the reason to call the OS as Rocky Linux: “Thinking back to early CentOS days… My cofounder was Rocky McGaugh. He is no longer with us, so as a H/T [hat tip] to him, who never got to see the success that CentOS came to be, I introduce to you…Rocky Linux”.

Wikinews reached out to the members of the CentOS project, Pablo Greco and Rich Bowen, to discuss this move, its implications as well as the future of CentOS. Greco is a maintainer of armhfp (32-bit processors) and is a part of the CentOS’ quality assurance team. Bowen — who unlike Greco, works for Red Hat — is the community manager of the CentOS project.

The Independent Monitoring Commission has reported that the Provisional Irish Republican Army has undergone major changes within their military structure and shows that the IRA Army Council wants to put its military campaign behind it. The Commission consists of John Alderdice, a former Alliance Party leader; Joe Brosnan, former Secretary General of the Department of Justice, Republic of Ireland; John Grieve, former Deputy Assistant Commissioner of the Metropolitan Police and former head of the Metropolitan Police Anti-Terror Branch; and Dick Kerr, former Deputy Director of Central Intelligence Agency.

The report states the IRA no longer has the capacity to mount a military campaign anymore or return to one. The units that have been shut down were responsible for weapons-making, arms smuggling and training. The IRA decommissioned their arms last year.

The report also mentions that the IRA has also put its criminality beyond use and is “clamping down” on criminals within the organization, said Lord Alderdice, as he presented the report. He also added, “That doesn’t mean that criminal activity by all members has stopped but the leadership has made public statements and internal directions, investigated incidents of breach of the policy, even expelled some members and has emphasised the importance of ensuring that business affairs are conducted in a legitimate way.”

Finally, the report added that there is not enough evidence or intelligence to identify who killed Denis Donaldson, a British spy who infiltrated the IRA and Sinn Fein, before revealing his status as a spy.

However, the report added that splinter groups like the Real IRA (RIRA) and Continuity IRA (CIRA) are still threats and are still continuing their activity. The Real IRA was the group behind the deadly 1998 Omagh bombing. The Irish National Liberation Army (INLA) “was not capable of undertaking a sustained campaign [against the British State], nor does it aspire to” according to the report.

It is also noted the creation of two new organizations, Oglaigh na hEireann (Irish Gaelic for “Volunteers of Ireland” and is used by the Irish Defence Forces and the various IRAs.) and the Republican Defence Army. However, the groups are small dissident factions according to the report.

The report also added that the two loyalist paramilitaries, the Ulster Defence Association (UDA) and the Ulster Volunteer Force (UVF) are also beginning to move from violence but at slower pace and not at a grassroots level like the IRA. Another loyalist paramilitary, the Loyalist Volunteer Force

The report was received warmly by Irish Toaiseach Bertie Ahern and British Prime Minister Tony Blair. Ahern, said “These positive and clear-cut findings are of the utmost importance and significance. It is time to make decisions and for Northern Ireland to look to the future.”

“The IRA has done what we asked it to do, and while issues like policing remain to be solved, the door is now open to a final settlement, which is why the talks next week in Scotland are going to be so important.” said Tony Blair in a live statement.

In a surprising reaction, the notoriously hardline leader of the Democratic Unionist Party, Ian Paisley, also welcomed the report. He believes that his party’s pressure is working and if Sinn Fein signs up to policing there could be a deal. Paisley said, “If the police question is settled absolutely on a democratic basis and principle we would have come a long way along the road.”

Sinn Fein leader Gerry Adams said “The DUP don’t have anything other than very limited options. They will or will not participate in power-sharing arrangements. If they don’t participate they are condemning people here, but particularly their own constituents, to second class public services, run by second class fly-in, fly-out British ministers. All the DUP can do is to delay, is to attempt to slow down, but they can’t stop the process of changing.”

Irish inflation creeps upwards to 2.4%

The inflation rate in Ireland, as measured by the Central Statistics Office (CSO), edged upwards to hit a five month high in May at 2.4%. This represents a 0.2% rise on the previous month when the rate stood at 2.2%.

The major contributors to the rise were increased transportation, healthcare, and education costs. In April the EU25 average rate of inflation was 2.1%, with Latvia having the highest rate at 7.1% and Sweden the lowest at 0.4%.

Despite the increase in the rate, Irish inflation remains very low – having hit 7% during 2000 and remaining around the 5% until the beginning of 2003. Another major factor easing any worries about the increase is Ireland’s very strong GDP growth – expected to be around 5.5% this year

On an annual basis the cost of footwear and clothing have fallen by 2.7% whilst energy costs have soared by 10.4%. The cost of food, furniture, and communications also fell over the last 12 months.

The Consumer Price Index is made up of over 55,000 prices consisting of 613 headings which cover over 1,000 different items.

Built on sand dunes, the Durban Country Club course undulates, creating wind channels that can make the game very interesting. It seems it is worth tackling the wind however, as this course has hosted more Opens than any other golf course in South Africa. If you want to play on the same greens as golfing greats such as Gary Player and Ernie Els, this is the course for you!

George Golf Club

In the heart of the Western Cape’s beautiful Garden Route, the George Golf Club is as picturesque as its surroundings. One of the most beautifully kept courses in South Africa, and featuring rolling hills and plenty of trees, a round of golf here will require a certain degree of precision. However, with its signature hole – the seventeenth – featuring in the best five hundred holes in the world (according to Golf Online), it is worth attempting a round at the George Golf Club. Allow between three and four hours to get round this course, or alternatively two hours for the first nine holes, but be sure to leave yourself plenty of time to take in the stunning scenery of the Garden Route. This truly is one of the most beautiful places to play golf in South Africa.
